How to obtain them
Each time you character increases a level you will be able to choose a Perk Card. You will earn Perk card packs at every other level starting at level 4 until you reach level 10. After that, Perk card packs are given at every 5 levels.
Perk Card Packs can only be obtained through leveling up, and are not sold by any vendor.
Each Perk Card Pack comes with four random cards and a piece of gum that includes a joke on its wrapper. The cards you get will be completely random, and may even include perks that you can't even equip yet due to level restrictions.
How to rank them up
Perk Cards can be ranked up by simply combining two identical cards which will consume one card and elevate the other card a rank.
